The University of Queensland (UQ) was founded in 1910 and enrolled its first students in 1911. The main campus, situated in the suburb of St Lucia, is set in 114 hectares of riverside parkland, about 6km from the city centre of Brisbane, the capital city of the state of Queensland.

As Queensland’s largest and oldest university, UQ attracts world class students and staff and has numerous notable alumni. Its teaching and learning activities have attracted numerous awards and the University is consistently ranked in the top band of national quality rounds on an annual basis. UQ has a current enrolment of more than 36,000 students, including 5,000 international students from over 130 countries.

UQ is a leader among Australia’s 39 universities, recognised internationally as a premier teaching and research institution. It is one of only three Australian institutional members of ‘Universitas 21’, an international alliance of universities committed to best practice with membership limited to only 20 universities worldwide.

The University’s Institute of Continuing & TESOL Education (ICTE-UQ) was established in 1981 as the first ELICOS centre in Queensland and is located on the University’s main campus at St Lucia. ICTE-UQ has an extensive background and experience in the administration of English language training for General, Academic, Business and Special Purposes, with an average sessional enrolment in regular English language programs of 450 students from more than 30 overseas countries.

In addition ICTE-UQ provides customised English for Vocational/Technical/Professional Purposes across a wide variety of disciplines in programs for up to thirty client groups with 1000+ participants on an annual basis. Since 2001 the Continuing Education/International division of ICTE-UQ has also been involved in the development and delivery of customised intensive academic “summer” programs and internships for partner universities and government ministries from a range of overseas countries, including Mexico, Brasil and USA.

ICTE-UQ also specialises in the design and delivery of pre-service and in-service TESOL teacher training and teacher professional development programs, including the delivery of programs for national and/or provincial Ministries of Education and education authorities, municipal education instrumentalities and teacher professional associations in Hong Kong, Thailand, Japan, Indonesia, Saudi Arabia, Mexico, China and South Korea.

In 2004 ICTE-UQ carried out more than 30,000 hours of teaching and training across its program areas to 1200+ professionals and students from 30 countries in Latin America (Chile, Peru, Argentina, Mexico, Colombia and Brasil), Asia, Europe, the Pacific and the Middle East.

ICTE-UQ has carried full accreditation from the National ELT Accreditation Scheme (NEAS) since 1981, is registered on the Australian government CRICOS list for provision of education and training to international students and professionals, and has been a member of the ELICOS Association “English Australia” since its establishment in 1983.

The Institute is also the International English Language Testing System (IELTS) Test Administration Centre for Brisbane and is the eighth largest IELTS Centre in the world, administering 25 tests for more than 4050 candidates during 2004.

English Australia

English Australia (EA) is the peak industry body and professional association representing Australian providers of English Language Intensive Courses for Overseas Students (ELICOS). It currently represents 101 NEAS accredited providers of ELICOS, both private and public.

English Australia aims to establish a high professional and ethical standard in the work of member colleges, assist member colleges in providing high quality educational programs and assist, strengthen and promote the interests of the ELICOS sector and member colleges.

EA has strict membership requirements, which include NEAS accreditation as a minimum standard, and all English Australia member colleges commit to:

v protection of student fees (regardless of visa type);
v quality tuition and services; and
v adherence to a code of conduct.

English Language Training – the international context

The top two destinations for international students wishing to learn English are the US and the UK. In just over 20 years, however, Australia has increased in popularity as a destination for international students wanting to improve their English language skills. The EA/Environmetrics Survey for 2004 estimates that over 90,000 international students commenced English language courses in Australia in 2004. The Australian ELICOS sector is respected globally as a world leader due to the cohesiveness and professionalism of the sector. Public and private sector institutions work together closely within the national association, and Australia’s National ELT Accreditation Scheme (NEAS) is the envy of the world, providing consistent standards for all providers.

Professional Standards

EA provides professional development assistance to members and their staff through a range of activities, including an ELT Journal, an annual education conference and regular State/Territory based seminars and workshops.

EA also produces a range of Best Practice documents which provide benchmarks for colleges in a range of English language centre activities and programs.
