TC "Background Information" \l 1TC "Queensland" \l 3Queensland QUEENSLAND Queensland is Australias fastest growing state. With its tropical climate, booming economy, abundant natural resources, extensive infrastructure and relaxed lifestyle, Queensland is Australias state of growth and opportunity the Smart State. Geography Geographically, Queensland is the second largest of the six Australian states. It occupies almost a quarter of the Australian continent, covering 1,734,157 square kilometres. Queensland is five times the size of Japan, nearly seven times the size of the UK and two and a half times the size of Texas USA. More than half of Queenslands total area is situated north of the Tropic of Capricorn. Queensland has a coastline of 7,400 kilometres washed in the north by the warm waters of the Gulf of Carpentaria and in the east by the Coral Sea and the southern Pacific Ocean. Queenslands east coast comprises famous rainforests, beaches, bays, islands and the Great Barrier Reef. The Great Dividing Range forms a dramatic division down the east coast of Australia from Tropical North Queensland through New South Wales to Victoria. It comes closest to the coast in Queensland. West of the Range is fertile tableland with some of Australias most productive agricultural regions. Further west is the famous Outback, a vast region of never-ending roads and tiny towns stretching to the Simpson Desert and Northern Territory. Over 65% of Queenslanders live in the south-east corner of the state where the capital city, Brisbane, is located. Queensland is unique in that it is the only state in Australia where more people live in regional centres than in the capital city. Widely spread rural, forestry and mining industries support thriving cities, towns and communities across the state, making Queensland the most decentralised state in Australia. Climate Queenslands climate varies from tropical in the north to sub-tropical and mild in the south. Inland, Queensland has a continental climate with warm sunny days and cold nights. In the summer season, most of Queensland is characterised by sultry conditions. In contrast, the winter season brings mild, fine days. Because of the consistently fine weather that Queensland receives throughout much of the year it has become known as the Sunshine State with the accompanying catch phrase Beautiful one day, perfect the next. Population Queensland is the fastest growing State or Territory in Australia. As at 30 June 2004, the States resident population was approximately 3.88 million, accounting for around a third of the national population increase. This growth is set to continue. It is projected that around 1300 new people per week are expected to reside in Queensland, taking the population to nearly 5 million people in the next 20 years. By 2051, the population is expected to reach 7 million. In the year to June 2002, Brisbane City and Gold Coast City recorded the largest population increases in Queensland, remaining the most populous Local Government Area in Australia. Government Queensland is part of a federation of six States and two Territories which form the Commonwealth of Australia. The Queensland State Government, like the Australian Commonwealth Government, is modelled on the British Westminster system. Government in Queensland is exercised in the three jurisdictions of federal, state and local. The Queensland Parliament is responsible for domestic affairs of the State and shares responsibility with the Commonwealth Government for some matters of national concern, such as transport and health. The Local Government Act allows cities, towns and shires to provide a system of government in their local areas. The States and the Commonwealth each have democratically elected parliaments. Although many features of the Commonwealth Constitution (including the federal structure) are loosely based on the constitution of the United States, the main features of the Westminster system have been retained. Most of the Australian parliaments are bicameral (comprising an upper house and lower house). The exceptions are the territories, the Australian Capital Territory and the Northern Territory, where government rests with a single house, and Queensland, where the upper house was abolished in 1922. The remaining house of parliament, the Legislative Assembly, is elected by the compulsory vote of all eligible persons aged 18 years and over, for a term not exceeding three years. Economy Queenslands economy outperformed the rest of Australia in the 1990s, averaging growth of 4.6% in comparison to 3.3% for other Australian States. The future promises more of the same with Queenslands growth over the five years, 2001 to 2006, projected to outperform New South Wales by an average 1.5% each year, Victoria by 1.2% and South Australia by 2.0%. Over the 2003-04 financial year, the Queensland economy grew by 5.1%, significantly stronger than the rest of Australia (3.5%). Performance on the employment front is equally impressive. Labour market conditions in Queensland have continued to strengthen with the unemployment rate in December quarter 2004 (4.8%) the lowest in over 26 years. Queensland accounted for over one-third (34.4%) of the annual rise in national employment during the December quarter with an increase of 95,700 new persons compared with a rise of 151,500 new persons for the rest of Australia. Queensland also recorded the strongest employment growth of any state for the sixth consecutive quarter, with full-time employment making more than 80% of the total rise in December 2004. During the past 10 years, Queensland generated 22% of the one million new jobs created nationally. Industry The Queensland Governments Smart State strategy gives Queensland the competitive edge by enhancing the traditional with the technological. This multi-faceted strategy aims to develop Queensland as an Asia-Pacific hub for the new industries of the 21st Century industries such as biotechnology, information technology, nanotechnology and communication technology. - Resources Historically, the agricultural sector has been central to Queenslands economic development. It is still an important contributor to the States economy, maintaining its vital role as a major export earner. In most recent years, Queensland has enjoyed standing as a leader in innovative, environmentally sustainable agricultural products. The total value of Queenslands primary industry commodities in 2004-05 is forecast to be a record AUD10.295 billion. The States agricultural production remains fairly evenly divided between crops and livestock disposal products. In 2003-04, crop production in Queensland contributed AUD5.015 billion to the state economy while livestock disposal contributed AUD3.670 billion. Queensland is the leading beef-producing state in Australia. The cattle and calf industry is Queenslands largest primary industry, accounting for approximately 30% of the States gross value of primary industry commodities. Due to its tropical and sub-tropical climatic conditions, Queensland is a major producer of a variety of fruits (both citrus and exotic) and vegetables. The horticultural industry is the States second largest primary industry, representing 29% of the total gross value of primary products produced. During 2003-04 the major crop fruit and vegetable earners were sugar cane, bananas, and tomatoes. The State is richly endowed with minerals. The mining industry, which has been central to Queenslands economic development since the early days of settlement, continues to make a strong contribution, especially in earning export income. Queensland is an international leader in mine development, as well as the provision of mining services and equipment. - Manufacturing Queenslands manufacturing sector has historically concentrated on low, or nil, tariff industries located in close proximity to the States natural resources. In recent times, this sector in Queensland has adjusted well to a lower tariff operating environment. A number of manufacturing industries, particularly non-metallic mineral product and metal products, are strong contributors to Queenslands economy. Reflecting the States gradual shift in its economic base, industries involved in higher value-adding have achieved strong export performance throughout the last decade. - Services (including Tourism) The service industries, which saw an increase of 46,100 jobs, accounted for the majority of the jobs growth in Queensland over the year to December quarter 2004. Construction & retail trade (25,000 jobs) and health & community services (11,600 jobs) recorded the largest rises, followed by education and transport & storage. In Queensland more people are employed in tourism than in agriculture, forestry, fishing and mining combined. Queensland is Australias leading holiday destination with 65% of all overseas holiday-makers heading to the Sunshine State. In the year ending June 2004 Queensland hosted 1.86 million international visitors. Tourism is the States second largest export earner, generating AUD4.7 billion annually. As a whole, tourism contributes AUD6.3 billion to the Queensland economy and accounts for 6.4% of Queenslands Gross State Product. - Information and Communication Technology Queensland leads Australia in encouraging growth of these new age industries and has invested heavily in research and development in these areas. The Queensland Government is committed to building a strong, globally competitive Information and Communication Technology (ICT) industry. As one of the State's fastest growing sectors, the Queensland ICT industry is worth around AUD10 billion dollars in revenue (roughly AUD2 billion per annum). Over 3,700 ICT firms employ over 56,000 people in areas from specialists in education and training to software developers. The industry has specific niche capabilities in areas such as information security, multimedia, e-learning, e-business, knowledge management and call centre technology. The Queensland Government has developed an HYPERLINK "http://www.iie.qld.gov.au/infoecon/inddvlp.asp" ICT Industry Development Policy to support the sector's long-term growth. This strategy focuses on positive strategies for stimulating and attracting investment as well as identifying and minimising barriers to ongoing development. - Biotechnology The Queensland Government has targeted biotechnology industries for special development and is investing AUD270 million in a 10-year program to enhance its infrastructure and to attract the best scientists from around the globe. Queensland has an impressive research and education infrastructure, including seven universities, 18 life sciences related Cooperative Research Centres, numerous research institutes and comprehensive and innovative hospital and medical facilities. International Relationships The Queensland Government highly values its international trade and friendship relationships. These relationships are expressed formally through a range of mechanisms, including Joint Statements, Memoranda of Understanding (MoU), and Sister State Agreements. The Queensland Government participates in bilateral Sister arrangements with the following governments: State of South Carolina, United States of America Province of Central Java, Republic of Indonesia Province of Gyeonggi, Republic of Korea Prefecture of Saitama, Japan Prefecture of Osaka, Japan Municipality of Shanghai, Peoples Republic of China Queensland also has a Memorandum of Understanding with the Smithsonian Institution, the largest research and museum complex in the world. The MoU was signed by the Premier in March 2000 and is the basis for establishing ongoing collaboration, primarily relating to scientific research, application and education. In addition to the international relationships listed above, Queensland has a number of Memoranda of Understanding on business cooperation, including: JAPAN Ehime Prefecture - Memorandum of Understanding of Economic Exchange Osaka Prefecture - Memorandum of Economic Cooperation Japan External Trade Organisation (JETRO) Sydney - Memorandum of Understanding CHINA Guangdong Province - Memorandum of Understanding on Promoting Friendly Exchanges National Development and Reform Commission (NDRC) - Memorandum of Understanding on Promoting Investment Cooperation IRELAND The Government of Ireland - Memorandum of Understanding on Economic Cooperation INDIA The Government of Karnataka - Memorandum of Understanding PAPUA NEW GUINEA The Government of Papua New Guinea - Memorandum of Understanding on Business Cooperation UNITED ARAB EMIRATES The Emirate of Abu Dhabi - Memorandum of Understanding At a Glance Facts & Figures (Queensland) Area 1.734 million square kilometres (669,500 square miles) Capital City Brisbane (population 1.6 million) Coastline 7,400 kilometres (4,600 miles) Population 3.88 million people, representing 19.4% of Australias total population Main Language English Currency Australian Dollar Time Zone Eastern Standard Time Climate Sub-tropical/temperate Summer (December to February) is warm, similar to South-East Asia and the South Pacific, with temperatures ranging from 17 to 30 degrees Celsius (62 to 86 degrees Fahrenheit) Winter (June to August) is Queenslands dry season, with crisp, mild, sunny weather and temperatures ranging from 10 to 22 degrees Celsius (50 to 71 degrees Fahrenheit) Highest recorded temperature was 53.2(C at Cloncurry Lowest recorded temperature was -11(C at Stanthorpe Major Markets Japan European Union Korea USA China Taiwan India Major Exports Coal Processed minerals & metals Tourism Meat Metal ores Textile fibres Geographically The area of Queensland equals the combined areas of - France, Germany, Italy, Spain and Belgium; or one fifth of the United States; or nearly five times the area of Japan or seven times the United Kingdom. It is a modern, sophisticated city and the heart of the States arts, education, commerce and government sectors. Located in the south-eastern corner of Queensland, Brisbane is a river city, situated 25km (15 miles) upstream from the mouth of the Brisbane River. Brisbane was first explored in December 1823 by John Oxley before being settled as a penal colony in February 1825. The land was opened to free settlement in 1839. In 1859 Queensland was separated from New South Wales and declared a new colony by Governor Ferguson Bowen. Brisbane was proclaimed a City in 1902. On 1 October 1925 Brisbane was amalgamated with the City of South Brisbane and 18 other local authorities to bring the entire city area under the control of a single authority the Brisbane City Council. Brisbanes wider metropolitan region contributes approximately 45% of Queenslands gross domestic product. Brisbanes economy is mainly service-based with a lower proportion of employment in manufacturing than the other capital cities.
